Rooney had been criticised for failing to come up with the goals ahead of the crucial Manchester derby but he answered his critics in some style with a match-winning double in their 3-2 win over Manchester City on Sunday.
And Giggs feels that Rooney plays an integral role in the squad regardless of whether the striker continues to score in future games.
He recalled the time when Ronaldo donned a Red Devils jersey with the Portuguese arguably the focal point of every United attack. In a similar manner, the Welshman believes that Rooney has spearheaded the side's title challenge, even if he has had to play in a makeshift attacking midfielder role in recent games.
"Wayne is the kind of player who can score goals but if someone is scoring more, he's not too bothered," Giggs told the Sun.
"He's quite happy setting goals up and pitching in with important goals like he did on Sunday.
"It's like when Cristiano [Ronaldo] was here. He scored a lot of goals but, like Wayne, he's not just an out-and-out goalscorer. He's more than that.
"Wayne is the catalyst to everything good that we do. He can score goals and make goals."
The undoubted star of United's campaign has been Robin van Persie, however, and the Dutchman scored a brilliant 92nd minute free-kick to help settle matters at the Etihad on Sunday. Giggs went on to state that he was not suprised by Van Persie's excellent start to the new season.
"Robin has not surprised me because at 29 I knew he was a ready-made, experienced, world-class player," he added.
"But he just has that bit of class that can make a difference like it did on Sunday.
'You see it in training, you see it in games, he's just a brilliant player."
